The application itself is made online to IRCC. What happens in Pakistan is biometrics, given at a VFS Global centre after the file is submitted, so the appointment comes after lodging rather than before.
IRCC weighs ties to Pakistan and the purpose of the trip heavily, and a visitor refusal is recorded and asked about on every later application, including to other countries.
A refusal comes with GCMS notes that can be requested. Reading them before reapplying matters more than reapplying quickly.

How long it takes
Decisions typically take as published by IRCC, which updates its estimate weekly, stretching to longer over the summer and December peaks in peak season. That clock starts at your appointment, not when you decide to apply, so the queue is usually the longer half of the timeline. Start at least 3 months before you intend to travel.
Why Canada applications get refused
- Purpose of visit not established. An itinerary that does not match the funds, the leave approved, or the invitation.
- Ties to Pakistan not evidenced. Employment, property and dependants have to be documented, not stated.
- Funds not credible. A balance that appears just before applying, without a matching income history.
- Travel history. A first international trip being to Canada draws more scrutiny than the same trip after a Schengen or UK visa.
How we checked these figures
- verified Government fee. CAD 100 visitor visa (temporary resident visa) plus the CAD 85 biometrics fee, both from the IRCC fee list. Biometrics are capped at CAD 170 for a family of two or more people applying at the same time.
- provisional Centre charge. Biometrics are given at a VFS Global centre, which charges its own service fee on top of the IRCC fees. IRCC does not publish that amount, so confirm it at the counter.
Fees are set in foreign currency and converted at the consulate’s own rate on the day you pay, which is not the market rate. Rupee amounts here use a reference rate from 19 August 2026 and will drift.
